With reference to Your Excellency's letter of the
11th instant, I have the honour to inform you that I
gathered from the letter from the Foreign Office to the

of January last, copy of which is enclosed, that instruc-
tions would be issued to His Majesty's Consular Officers
in China regarding the conditions to be observed prior
to registration at their Consulates of British subjects
